Update: South Africa’s Planned Crackdown on Substandard Chinese Imports Put on Hold
Recent developments have brought a significant change to the anticipated stricter controls on imports from China.
According to the South African Bureau of Standards (SABS), the development of a new programme aimed at blocking the importation of substandard goods has been temporarily suspended following consultations with the World Trade Organization (WTO) and China.
What This Means for Importers
The original plan, which included requiring Certificates of Conformity (CoC) for a wide range of products (particularly clothing, textiles, footwear, toys, baby products, and kitchenware), has been paused. This means that for now, the stricter enforcement many importers were preparing for will not be implemented immediately.
However, this does not mean the issue has gone away. The South African government and regulators remain concerned about the flood of low-quality and non-compliant goods entering the country. It is very likely that some form of tighter controls will still be introduced in the future, possibly in a revised format.
Current Advice for Importers
Continue to exercise caution when sourcing from China. Request proper test reports and documentation from suppliers.
For regulated products (especially electrical and electronic goods), a valid NRCS Letter of Authority (LOA) is still required.
Do not assume that the pause means compliance is no longer important.
