Why Do You Need an LOA?

If you import or sell electrical, electronic, or other regulated products in South Africa, you’ve probably heard the term LOA (Letter of Authority). But many importers still ask: Why do I actually need one?

Here’s the straightforward answer.

What is an LOA?

A Letter of Authority (LOA) is an official document issued by the National Regulator for Compulsory Specifications (NRCS). It confirms that your product meets South African safety and performance standards (known as compulsory specifications or VCs).

Without a valid LOA, it is illegal to sell or distribute many types of goods in South Africa.

Common Misconceptions: SABS and CE Marks

Many importers believe that an SABS mark or CE mark is enough for compliance. Unfortunately, this is a dangerous misunderstanding.

The SABS mark became voluntary in 2008 when the NRCS became the national regulator. It does not indicate compliance with compulsory South African standards.
The CE mark is a self-certification mark used in the European Economic Area. It shows the manufacturer claims the product meets EU requirements, but it does not require independent testing. Misuse of the CE mark is common, and it has no legal standing in South Africa.

Important: Neither the SABS mark nor the CE mark can replace a valid LOA (or other NRCS certification).

What Happens If You Bypass the NRCS?

According to the National Regulator for Compulsory Specifications Act, manufacturers and importers of regulated products must ensure their goods meet the relevant South African National Standards (SANS). They are also required to submit test reports and pay the prescribed fee to obtain an LOA or RCC.
